notice, have reached what experts are calling a simmering public health crisis.

Even with the United States embroiled in a fierce debate over immigration policy, the problem of AIDS in Latinos had received scant attention from political and public health officials. At the Centers for Disease Control and Prevention, where only two of 17 approved HIV programs target Hispanic

Americans, officials have added Spanish-language hotlines, confidential testing sites and other initiatives aimed at filling the gap.

"Hispanics are overrepresented in this epidemic, and we need to target our efforts to them," CDC epidemiologist Kenneth Dominguez said in an interview.

Officials do not have a precise tally of HIV infection nationwide, because many states have not reported figures to the CDC. The 22 percent, a figure that has not been previously released, includes 33 states and Puerto Rico, but not California, where more than 37 percent of the population is Hispanic.

"You combine the economic pressures, loneliness and immigration worries, and it pushes these individuals to be a hidden population," said Frank Galvan of the Charles Drew University of Medicine and Science in Los Angeles.

The consequences, however, go well beyond the Hispanic community. If the United States does not begin to "make a dent" in the swelling crisis of HIV among Hispanics, Galvan said, "it will continue to spread to other populations."

• Injection drug use continues to be a risk factor for Hispanics/Latinos, particularly those living in Puerto Rico . Both casual and chronic substance users are more likely to engage in risky sexual behaviors, such as unprotected sex, when they are under the influence of drugs or alcohol.
• The rates of sexually transmitted diseases, which can increase the chances of contracting HIV, are higher for Hispanics/Latinos. In 2006, the rate of chlamydial infection for Hispanics/Latinos was about 3 times the rate for whites (not Hispanic/ Latino), and the rates of gonorrhea and syphilis for Hispanics/Latinos were about twice the rates for whites .
• Certain cultural beliefs can affect one’s risk for HIV infection. For example, among men, machismo has positive implications for HIV prevention, such as strength and protection of the family; however, proving masculinity through power and dominance can lead both straight and gay Hispanic/Latino men to engage in risky sexual behavior.
• Greater acculturation into the US culturehas both negative (engaging in behaviors that increase the risk for HIV infection) and positive (communicating with partners about practicing safer sex) effects on the health behaviors of Hispanics/Latinos.
• More than 1 in 4 (29.9%) Hispanics/Latinos live in poverty . Problems associated with poverty, including unemployment, a lack of formal education, inadequate health insurance, and limited access to high-quality health care, can increase the risk for HIV infection.
• The migration patterns, social structure,language barriers, and lack of regular health care among transient Hispanic/Latino immigrants can affect awareness and hinder access to HIV/AIDS prevention and care.

In the latest incident police are calling a hate crime, a group of eight youths in Patchogue shouted ethnic slurs at two Hispanic men coming out of a restaurant on East Main Street, then pushed one of them, police said.The incident was quickly broken up when a passing Patchogue Village code enforcement officer in a marked car did a quick U-turn and pulled over, police said.The youths ran down the street as the officer got out."Our code enforcement officer noticed it . He did exactly what he was supposed to do. He calmed the situation down and notified the Suffolk County Police Department," said Patchogue Mayor Paul Pontieri. "It is very alarming that after the incident of two weeks ago there are still people who have not gotten the message."
On Nov. 8, Marcelo Lucero, a 37-year-old Ecuadorean immigrant, was stabbed to death after he and a friend were attacked. Seven Patchogue-Medford High School students have been charged. Police said the suspects admitted they regularly sought out and attacked Hispanic immigrants. Last night, Suffolk County Executive Steve Levy - who had been criticized for not strongly condemning that killing - said through a spokesman, "If the facts are as presented in this complaint, it is my hope that punishment will be as severe as possible, to insure that this type of menacing is stopped once and for all." The eight people being sought, five men and three women, were described as "young adults" by Det. Sgt. Robert Reecks, commanding officer of the Suffolk Police Hate Crimes Unit. Reecks said the attack was considered aggravated harassment as a hate crime. The two victims, who were uninjured, were taken to the Fifth Precinct, where they were interviewed and signed complaints, Reecks said. Reecks is asking anyone who may have seen the incident to call the Hate Crimes Unit . Lucero's killing, and reports of other attacks against Hispanics, have set the Latino community on edge, and led to protests by people of all races in Suffolk. The county has also been the target of criticism from people as far away as Ecuador, where a lawyer representing the Ecuador consul-general's office, Gerardo Mejía, said Suffolk was rife with racism. The Rev. Allan B. Ramirez of the Brookville Reformed Church, an immigrant activist, said last night he had heard about the latest incident while visiting Patchogue yesterday, and added that he was appalled by it, but not surprised.
